To enter Tibet you need a valid Chinese visa, which can be obtained from China's embassy to your country.

If you travel via Nepal, you have to get (or, in case you already have one, verify) your Chinese visa at the Chinese embassy in Kathmandu.

In addition, you need a Tibet Travel Permit issued by the Tibet Tourism Bureau, which officially will only be granted to visitors (individuals or groups) who also have booked a tour with guide via a travel agency.

Visitors who want to go off the beaten track to closed areas need a third form of permit, the Alien Travel Permit. And then, of course, there is a further military permit for problematic or disputed regions.

Journalists and visitors with suspected political aspirations will either be refused or put under close surveillance.

The best way to tackle this wealth of rules and restrictions is to inquire with the travel community about the easiest way to get done what needs to be done.
